This is going to far...it is absolutely outrageous.
Why?  Argentina can certainly decide to send a non-citizen home. 
And where is he supposed to go?

This is getting out of hand.

I'm looking forward to his return to the United States.

Well, he's an English citizen, so he can always go there.  Since he's facing persecution for his political positions, if England won't welcome him, he'd qualify for asylum in the US.  Put him in charge of the seminary in Winona.
He can come to my parish ANYTIME - Now would work well for me.
This reflects poorly on the Argentinian government. It's outrageous that someone should be forced to leave a country for publicly expressing an opinion contrary to what the state wishes to promote.
He can stay at my house.  My kids would drive him nuts, though.  They drive me nuts.

It would probably make him appreciate celibacy even more.
