No, but you need to be enrolled in the Confraternity of the Scapular.

spasiisochrani's statement only applies to the brown scapular. The green scapular just needs to be blessed by a priest.

If it's your first one, yes.  That's what makes it a sacramental.  When you have to replace the first one, new ones don't have to be blessed.
how does one go about being enrolled if they we're enrolled at their 1st communion?

I know I wasn't enrolled when I converted, and have always wanted to wear the brown scapular but didn't know how to be enrolled.

it doesnt need to be blessed if you have been enrolled. Just ask your priest, it takes just a few minutes
