Why are there two Papal tiaras on the altar?
Perhaps Blessed John XXIII was using the two crowns to demonstrate the opulence of the papal court and the superiority of the spiritual sword over the temporal one twice over. You know, like "Chuck Norris counted to infinity... twice". Except on a theological principle.

With all due respect to the Holy Father, he looks creepy in that picture. The Papacy really need a special Public Relations office that controls the Pope's public image and prevents photos like that from ever being made.

As for the OP, is one part of the permanent decoration of that altar? Or maybe he is offering Mass on the Memorial of St. Pius X or for some other Pope?

Isn't that the exact papal tiara at the Basillica of the National Shrine of the Immaculate Conception?
In regards to the original post, does it have to due with the Greeks who are present at the Liturgy and can be seen bowing and not genuflecting?
