That article is almost 3 years old.
Basically, the same article with some mention of Claus Gamber's book was mentioned on neo-conservative kath.net as well, http://www.kath.net/detail.php?id=26433
Sweet seems he knows which rite is superior now if he would only celebrate Mass publicly instead of the Protestant Communion Service.

There's a huge amount of ceremonies involved in the traditional Papal Mass, some of which are impossible at present, given that many of the honorary positions needed have been eliminated. A Papal Mass was a very long and involved ceremony so rarely done in the past. The Pope typically would defer to the cardinals for many of the public Masses.

I am all for a public celebration of the traditional rite by the Pope, but at the same point, he should return to the full Papal practices, and not just the Pontifical Mass. Filling the honorary positions and training all of the ministers needed would be a huge endeavor, and perhaps it might be eventually done for some extraordinary feast, but it's not just as simple as it seems, and it would not be a good example of "continuity" if the Pope abandoned the former ceremonies proper to himself in the traditional rite and just celebrated Mass as a bishop would. One of the objections about the disuse of the tiara for constant use of the mitre is that it makes the Pope appear to be a mere bishop, not restoring the whole Papal Mass would be the same.

Yes, his old buddy Hans Küng knows this, too.  He just sent an open letter to the world's bishops criticizing Pope Benedict and saying the following:
"He promotes the medieval Tridentine Mass by all possible means and occasionally celebrates the Eucharist in Latin with his back to the congregation.
