This is just speculation. As in all dioceses that lie in the territory of former Prussia, the pope does not appoint bishops, the Cathedral Chapter votes on three candidates that are provided by the pope. So even if Fr. Imkamp is on that list (which is unlikely: when was the last time you heard of a simple priest being made archbishop of a cardinalatial See?), I can assure you that the Cathedral Chapter would not elect him.

A good bishop from those parts is long over due.  Benedict is doing a nice job of uprooting those weeds in the Church.  It's slow
