'Universae Ecclesiae" is Out: Seminarians Must Learn the Traditional Mass
It is to be assumed that the Old Liberal German Bishops also can't wait for the expected clarification from Rome.

(kreuz.net, Vatikan) The Instruction 'Universae Ecclesiae' to the Motu Proprio 'Summorum Pontificum' isn't slap in the faces of the Old Believers, nor is it perfect.

May 11, 2011 - Father Z says "It is not a perfect game for our side, but it is a no hitter."  The embargo on the text will be lifted at 12 noon Rome time tomorrow, 13 May.

May 12, 2011 - The Holy See Press Office announces that the Instruction Universae Ecclesiae of the Pontifical Commission "Ecclesia Dei", on the application of the motu proprio Summorum Pontificum, will be made public on Friday, May 13th, and will be published on that afternoon (May 14th edition of L'Osservatore Romano). The Instruction will be published in its Latin typical version, and in Italian, English, French, German, Spanish, and Portuguese translations.

May 12th, 2011 - The Telegraph - 'Universae Ecclesiae' will strongly urge seminaries to teach the Traditional Latin Mass, say Vatican sources.

"strongly urge" does not equal "require".  Hmm.
It is all speculation until the document is actually released.  We can discuss this more reasonably then.
I'll be praying tonight that it will not be able to be interpreted as; "strongly urge",.....for that would leave the “wiggle-room” that  the Bishops will be praying for tonight.

Fr Z wrote a little update again on UE. Basically it adds more teeth to Ecclesia Dei but they can waste it if they sit around doing nothing.
