Full Version: Do priests set up how their parish runs?

Some parishes offer tons of masses and confessions while others are scant. Is this a reflection on how much the priest is involved with setting up how much he will do for the parish?
Generally, yes.

But, sometimes a Parish consists of 3 or 4 churches, so the Priest may have his hands full, though that is NO exception not to have confessions. Some parishes have a confession-on-request route, but that usually doesn't heed much.
Under Canon Law, the PP is, under the Bishop, the absolute dictator of his parish, so, 'Yes', to your question. However, as has been pointed out, there may be time constraints because of multiple commitments.
