The Council of european Episcopal conferences has released a road map for the pastoral care of migrants, calling for neew dfforts to asssist in integration, to reinforce links, and accompany and support both tose who are left behind, such as children who are left by parents who emigrate in search of work, and those who leave.

This seemed rather vague.  If we are addressing Muslim or Pagan Africans, then the Christian duty is clear:  convert them or keep them out of Christian lands.

All this is part of the evangelization. Sometimes god allows it that if we can't go to them, He sends them to us. Remember, you could be the only experience of what the Catholic faith is all about to someone.

What is the rate of conversion to Catholicism of Muslims and Pagans in Europe?

I don't know how many conversions there are. I hear that there are some. However if we were more enthusiastic about our Faith we would most likely be more succesful.

There is a qualification to be made.  We can be enthusiastic, and we are.  But  mass movements are governed by the rules of mass behavior.  If the governments permit and foster masses of Muslims and pagans to flood into Christian lands with no provision to ensure their conversion, then they will not be converted in sufficient numbers.  The history of the western Roman Empire proves this. 

To assert otherwise is like saying had the Greeks been better Christians, then the Turks would have converted to Christianity instead of demolishing the Empire.  The faith is harmed when the faithful indulge naivete.
