In this thread the subject of sub secretum instructions from the Vatican came up. As far as I understood, these are official statements from the Vatican, but they are secret. I had never heard of these kind of statements.

Are these kind of statements official? Are there more of these? Why are they made secret--doesn't that defeat the purpose of making an official statement? When did these type of statements originate? Who makes them (the Pope, the Congregation for the Doctrine of the Faith, ...)? Who are they revealed to, and how are they kept a secret?
Summorum Pontificum was sub secretum until 7 July 2007.  It was given to some, e.g. the bishops, but was under embargo.

Why the document in question was sub secretum, I do not know.
