I have mixed feelings about people who revealed this opinion of Pope Emeritus. Although I'm not to the least surprised by Ratzinger's view.
I think we are seeing Siri II.
I, as well, would not be surprised if the former pope thinks this way, but I cannot believe that he would communicate this view to others.  I doubt that the report is accurate.

Given this report, and an earlier false report about the former pope having resigned in obedience to a mystical vision, I think he should stop receiving visitors, except for very close associates.  I thought that was his original intention (seclusion).  It seems to me that people are exploiting Bishop Ratzinger, or at best, over-interpreting his private remarks (or even his polite silences).

I would doubt that he said it. He simply isn't the type that would engage in that kind of loose talk. I would doubt it as I doubted he would tell someone "God told me to resign".

Yes, they announced it a few weeks ago.  The volume of comments was too immense for them to effectively moderate, so they turned off comments and recommended Twitter as a venue for comments in the future.

Can anybody tell me to what extent the TLM was forbidden for the FFM?  Complete ban?  Or must get permission first?
From what I understand, they need permission.  I'm not sure if there are any instances of permission being sought and denied, but there have been instances of it being granted:
