he speaks of beginning of healing.

This man must have no conscience left at all.  And it seems the Church is powerless or does not want to remove him.

I'm not seeing much progress on things, is it only the government that will clean up the mess?  Are there not enough good bishops to unite against this?
Things will not get cleaned up over night. Things might get worse before they get better.

Whirly Wuerl is 77 years old. He submitted his resignation at 75 as required. He is still the Archbishop of Washington because Francis wants him there to protect the Den of Perverts. Francis is the problem. The Perverts and their enablers are a symptom, but when Francis protects them, you can't pretend that it's not his responsibility (well, unless you're Poche!)
How about we don't show up whenever he will be there.  Leave him, the abusers and the coverup to sit in empty churches.  Go to Mass somewhere else, or at a different time.
.
Stop inviting him to ceremonies.  Stop attending luncheons where he will be present.  Stop giving money to any group that associates with him and be sure to tell that group why you are not giving them money.  If he golfs at a certain course, you go golf somewhere else and let the course know what you are doing and why - also tell them you will be glad to come back when such men are no longer around.
.
We have all been around the Church enough, we know when a Bishop or a Cardinal may be participating - if one who participated in the abuse or the coverup might show up, then you don't show up - shun them.

But always remember, justice may not always be served here on earth, but it will most certainly be served in the next life.
Donna Wuerl isn't going anywhere. Papa Pedo wants him there to protect the pervs
