We're blessed to have multiple Latin Masses in my area.  One is literally 2 minutes away from where I live; the other is maybe 30 minutes away.  Those Masses are offered by priests in good standing with Rome; there's also an SSPX priory about 30 minutes away.  That said, I also signed a petition to have more Latin Masses in the area, perhaps diocesan ones.  From what I know, it's a very involved process, and can take a long time.  But I know of instances where the petition was granted and Latin Masses started.  So it does work.
