Yes, it's a good description of the practice and the common reasons for fasting but it didn't directly answer my question.  I was interested in why a person would both fast and pray for a particular intention.  Everything I found talked about fasting as a form of penance or as a way to tame the flesh.

I think I can connect the dots though.  If one can "offer up" suffering for certain intentions then fasting could fit that I suppose.  Also I found some descriptions that talked about fasting making prayer more effective because you're subduing you passions and so better able to communicate spiritually.  Sort of reducing the interference so to speak.
