It's not. Who ever told you it was? Any nationalism that is not submitted to being united to the Catholic Church is evil. It is the great evil and heresy of our day, as Ven. Pius IX stated.

You describe yourself as an atheist ... so I suppose you believe it depends on a combination of the personality & will of the dreamer, the personality & will of everyone around him, and blind chance.

In reality it only depends on whether our dreams and convictions are in conformity with God's will.

If it is God's will that the Jews should settle in the Holy Land then no amount of Islamic hostility or Western indignation matters.

If it is not God's will that the Jews should settle in the Holy Land then the fact that "Zionism fashioned a mighty military machine" won't matter either.
