Faced with one of the most difficult decisions in his long political career, Gov. Cecil D. Andrus, today offered the first hint that he might veto a restrictive abortion bill passed by the Idaho Legislature last week.
Governor Andrus, a longtime opponent of abortion and a Democrat in a state dominated by Republicans, said he had not yet reached a final decision about the bill. But he said he was particularly troubled by provisions that could, in some instances, prevent a victim of rape or incest from obtaining an abortion in the state.
He insisted that he would not be influenced by aggressive lobbying campaigns by those on both sides of the abortion question that have taken aim at the heart of Idaho's economy: its potato industry and tourism.
''I am concerned that this bill may narrow it to the point where a woman who has suffered rape, incest or a threat to her life might be unable to receive an abortion,'' he said. ''Basically, that's what I'm agonizing over.''

Decision Expected Soon
The Governor, who is expected to decide soon, has three options. He could sign the bill, veto it or let it become law without his signature.
The last option is unlikely, said Marc Johnson, the Governor's press secretary. ''I know of only one instance where he's let something become law without his signature,'' he said. ''That's not his preferred way of doing business.''
The bill at the center of the battle was designed to give the Supreme Court of the United States a way to challenge its landmark decision in the 1973 Roe v. Wade case that legalized abortion.
The Governor's office, normally a quiet reception center for schoolchildren and curious visitors, has received more than 2,000 phone calls a day on the measure. #10,000 Pounds of Potatoes Today, supporters of abortion rights, who have threatened to boycott Idaho's No. 1 crop, dumped 10,000 pounds of potatoes on the Capitol steps. On Wednesday abortion opponents were out in force at the same place, many of them carrying signs reading, ''Pro-life, pro-spud.''
Idaho produces 10 billion pounds of potatoes every year, worth $650 million to the state's farmers. That represents nearly one of every three potatoes grown in America.
''I can't ignore that threat, but it will not have anything to do with my decision,'' Governor Andrus has said. ''I will not be pressured by one group or another.''
Ever since Molly Yard, the president of the National Organization for Women, first raised the boycott threat earlier this week, groups favoring the bill have pledged to eat three times as many Idaho potatoes as before if the measure becomes law.
''We are calling for the massive increase of purchases of Idaho potatoes,'' said Beverly LaHaye, the president of the Concerned Women for America.

'I Had No Idea'
Mark Ricks, a state senator who opposes abortion and is also a potato farmer, said the boycott calls caught him by surprise.
''I had no idea these kinds of repercussions would result,'' he said. ''I think it's unjust and narrow minded.''
Business leaders, too, said they are dismayed by the events.
''It's inappropriate and unfortunate that the potato industry has become involved with abortion politics,'' said Fred Zerza, a spokesman for the J. R. Simplot Company, a concern that provides french fries for McDonald's Corporation.
Jim Hawkins, director of the Idaho Commerce Department, said the Governor's attempts to revive this state's economy could be threatened by the abortion issue.
