Who decides the interior of churches?

It seems in the Novus Ordo that anyone can design the interior of the church -- that is, as long as it looks as close to an empty Protestant church as possible - the removal of anything "Catholic" that might offend the Prots is to be removed.  This is the entire essence of the Novus Ordo, per its architect Archbishop Annibale Bugnini  “We must strip from our Catholic prayers and from the Catholic liturgy everything which can be the shadow of a stumbling block for our separated brethren, that is for the Protestants,” I would say that his plans also extends to every face of the Novus Ordo, including the interior of churches, which can be so obviously seen.  The fact that the altar was removed and replaced with a Lutheran "supper table" is evidence enough.
