What exactly is the Church's view on "Predestination?"

"According to [Molinists], God, by His scientia media, sees beforehand how men would freely react to various orders of grace. In the light of this knowledge He chooses, according to His free pleasure a fixed and definite order of grace. Now by His scientia visionis,  He knows infallibly in advance what use the individual man will make of the grace bestowed on him. He elects for eternal bliss those who by virtue of their foreseen merits perseveringly cooperate with grace, while He determines for eternal punishment of hell, those who, on account of their foreseen demerits, deny their co-operation. The ordo intentionis and ordo executionis coincide (grace-glory; grace-glory)" (p. 243).

In Thomism, the ordo intentionis and ordo executionis are in inverse relation to each other (glory-grace; grace-glory). In other words, God from all eternity freely determines who will be saved and then proceeds to give such men grace "which will infallibly secure the Divine Decree."

So if God determines beforehand who will be saved, can anyone who God does not predetermine merit salvation as well?  If not, how can it be said that God does not predestine anyone to hell?  If God only predestines some to heaven, and no one else can get in, then even if God hasn't specifically predestined certain individuals to hell, he has because he has made it impossible for those who are not predestined to enter heaven.

Scripture is clear in saying that God desires all men to be saved (Cf. 1 TIm. 2:4). On the other hand, it is also true that, due to free will, men can sin and reject Him or His offer of forgiveness. Thus, God permits some men to be damned. He does this on account of their foreseen sins. He does not, however, pick out some men to go to hell without any regard for what He infallibly knows they will do during their lives.

Everyone who is predestined to eternal bliss will be saved. Everyone who is predestined for reprobation will not be able to blame God because He gives grace even to them, so that they may convert to Him. They are reprobate precisely because they reject God and His grace.

Calvin's false teaching was that God predestined men to go to hell without any regard for their merits or demerits (double predestination, or predestinarianism). His teaching is an unconditioned positive reprobation, whereas the Catholic Church teaches a conditioned positive reprobation (Cf. Ott, FoCD, p. 245).

See, for example, Matthew 25:31-46; John 5:29; Romans 2:6-8; 1 Corinthians 6:9-10; and Galatians 5:19-21.
