If priests tell parishoners birth control is ok, is it still a MORTAL sin?
Quis is right on this - it is objectively a mortal sin no matter the circumstances.  If a person were truly and inculpably deluded on the point, then subjectively they would not incur the guilt–but such a matter seems unlikely and is in any event only perfectly judged by God.

As others have said, it is difficult to imagine a truly invincibly ignorant person in the modern world, but the abysmal state of catechesis and imperfect witness on the part of the Church's leadership for decades perhaps make it more possible.
