The real question is can a heretic be elected a valid pope? If he wrote/spoke heresy before becoming Pope (one who makes proclamations on faith and morals infallibly) would he be valid even though as a cardinal/archbishop he wrote/spoke heretically?

All canonical censures are suspended when someone is elected Pope.  So someone formally excommunicated for heresy could be elected Pope.
