Is Fr Gruner officially excardinated and incardinated in an Indian Diocese?

Yeah and after the last conference Pope Benedict along with the Italian bishops consecrated Italy to the Immaculate Heart of Mary, while prior to the conference Pope Benedict said he had no immediate plans for a consecration.  Also on May 13, 2010, before 500,000 pilgrims at Fatima, the Pope stated, “Whoever thinks that the prophetic mission of Fatima is over, is deceiving himself.”  I've noticed that Fr. Gruner is starting to get a bit optimistic in this past year or so.  God love him.  Even Cardinal Bertone (possibly with not much choice) seems to be having second thoughts about a consecration of Russia to Mary's Immaculate Heart as well.  Fr. Gruner has started the preparation of the next conference in Rome for this coming May 13th to 18th, 2012.  This coming conference is called 'Fatima: Last Chance'.
