Take paper (at best) printed by a central bank and give it value and imprison those who try to use anything else for currency, and then hope people do not try to actually get their "money" from the banks because they don't actually have it, etc.

He got a gift card...he is using it. What is he supposed to do? Return it for being less ideal?
