Well, if the local synod were to choose an undesirable candidate, the pope has the right to intervene and replace him with another. Sounds fair.

In any case, I'm all for letting local synods and dioceses elect their bishops. Even the old royal privilege of appointing bishops is fine, as long as the pope confirms it in the end. It's a matter of praxis.
