One only needs to be a baptized man. Canon 332 specifically states that if the man elected Pope is not already a bishop, he must be ordained one immediately.

But yes, it is extremely rare for it to not be a Cardinal these days. But then again, a papal abdication is unheard of these days too.

There are 3 Cardinals who over the next month will turn 80, one of them is Cardinal Kasper of Germany

Ranjith seems like the best option among the Cardinals. Some excellent bishops out there, but they're less likely.

I had never heard of Kasper but this thread prompted me to do a little research. He is a critic of Dominus Iesus as too ecclesiologically exclusivist, which is a laugh.

So sadly it appears he will be in the conclave:

He turns 80 on March 5 - and the canons specify that the governing date is not age on the date the conclave opens, but age on the date that the sede becomes vacante, that is, February 28. So he will participate. Source on this is the canonist Dr. Edward Peters.

O well.  At least we can be grateful that we'll get what we deserve, as others have pointed out elsewhere.

Just noting that the pope has already resigned.  It's a done deal.  It just doesn't take effect until the end of the month.
