If Detroit is any kind of example of the average diocese, then it is easy. Remember Ordinaries have immediate jurisdiction over each Catholic, cleric or laymen, in their diocese. It is rather easy for them to move priests around. Pastors can complain all they want but I think getting the Vatican to hear you even as a priest is much harder.
