After 13 months, why hasn't the Diocese of Portland been given a new Bishop??

In May 2012, Bishop Richard Malone was told he was leaving the Diocese of Portland, Maine and going to lead the faithful of Buffalo. In August 2012, he was installed there. What's up with the wait for a new Bishop????

In May 2012, Bishop Richard Malone was told he was leaving the Diocese of Portland, Maine and going to lead the faithful of Buffalo. In August 2012, he was installed there. What's up with the wait for a new Bishop????

That seems to be pretty much the norm at the moment, except for the very large Sees.  The Diocese of Tyler, TX waiting at least that long, if not longer for their Bishop.  I don't know if the ones in the works will be coming soon, or if Pope Francis will want to wait until he appoints a new Secretary of State before he moves forward with other consecrations to the Episcopate.

It usually takes a year and a half for a new Bishop , things could be longer since we went through a change of Popes. I dont care how long it takes as long as the new Bishop is orthodox and has zeal for the salvation of souls. Rochester, New York has been waiting for a long time also.
