You're right here.  Even SSPX-Asia is not observing the obligation even if it cerlebrates the solemnity on Monday.  Perhaps only in those extreme trad communitites will the obligation be imposed.

I know a priest in Virginia who said: "If you don't come out of obligation, can you not come out of love?" We should all think about that.
