All of this is without question true. Read the canons of the first millennium councils, ecumenical and local, and really notice how many of them are concerned with the malfeasance of bishops. It's probably 80% of them. The situation hardly changes in the second millennium - heretic bishops, simoniac bishops, absentee bishops, bishops usurping the property of their priests, bishops encroaching on the rights of other bishops, bishops with concubines, bishops with children, bishops who like a bit too much wine, bishops without faith, bishops who don't know the Bible, etc. It's honestly remarkable that we ever expect different!
