In that case, the Anthem would be said at the end of Prime. See Rubric 3 - "unless the Little Hours follow immediately after Lauds, then then Anthem is said after the last Hour."

This isn't the Gloria in excelsis that's used at Mass, but the Gloria Patri that's said at the end of the Psalms. In the regular Office, it's omitted during Passiontide, but not in the Little Office.

The commemoration for a particular saint would be found in the Breviary, and would be the patron of the church or order. For praying it privately, it would be the saint your parish is named for. If made, it would be said after the Collect Concéde nos. at Vespers or Deus, qui de. at Lauds, and before the common commemoration which begins with the Antiphon Sancti Dei omnes.
