If a person truly repents minutes before Jesus arrives, would they be saved?

Yes, but don't wait until the last minute, you don't know when your last minute will be.

Final Perseverance is the gift of God that ensures our salvation. We cannot merit it, we can just ask for it.

However, Final Perseverance is the accidental intersection of two things : the State of Grace and death.

If you, thanks to God, die in the state of Grace, you will be saved.

To gain the State of Grace one must be a viator, that is not yet dead and judged.

A minute before your death, even a second before it, you are still a viator. Thus, yes, it is possible.
