Exactly, but why doesn't the soul retain posession of its matter? If the matter of the soul is the body, then technically one cannot exist without the other.

Not so. Matter cannot exist without form but form does not need matter to remain in existence. Eg. angels are pure spirits and have no bodies.

Then what form enables animals to exist? It then seems possible for an animal to have a soul; unless a lower form exists which holds the matter required for lesser objects in being.

Animals have souls but do not have spiritual souls. God does not hold them in being after they die.

Howabout tables? A chair? Do they too have souls? That seems an overstatement.

If you interpret them the way liberal clergy have since the Council, yes. But that's not the only interpretation, even if an orthodox interpretation requires what you call 'mental gymnastics' to get there.
And you still haven't told us how we get a Pope, since if there hasn't been one since John XXIII (or is it Pius XII), there are no cardinals.
There is no mental gymnastics needed here. From Scripture:
- "And he said to them: Go ye into the whole world, and preach the gospel to every creature. He that believeth and is baptized, shall be saved: but he that believeth not shall be condemned." Mark 16:15-16
- "If any man come to you, and bring not this doctrine, receive him not into the house nor say to him, God speed you. For he that saith unto him, God speed you, communicateth with his wicked works." 2 John 1:10-11
- "He that is not with me, is against me: and he that gathereth not with me, scattereth" Matthew 12:30
- "But he that shall deny me before men, I will also deny him before my Father who is in heaven." Mat 10:33
These words directly from our Lord condemn non-Catholic religions like Judaism and Islam because they do not believe in Jesus, and are not baptized. There are many other quotes severely condemning prayer in common with non-Catholic religions. It's heresy to go against these and there are not multiple interpretations of these quotes!

You do realise that only living things have souls? Plants have a vegetative soul, animals have a sensitive soul, and man has a rational soul. the higher encompass the powers of the lower. Only the rational soul is immortal. When the soul departs, the living being ceases to exist and the matter begins to decompose. Inanimate objects are not living and do not have souls, but as has been pointed out they do have matter and form or they would not exist.

And where in Vatican II does it say otherwise?

And where in Vatican II does it say otherwise? Actually, to illustrate the double meaning of the nonbinding documents of Vatican II, that totally lack infallibility, just before DH begins to putatively dismantle infallible Catholic teaching, it says, 'Therefore it leaves untouched traditional Catholic doctrine on the moral duty of men and societies toward the true religion and toward the one Church of Christ.' Yeah, sure!
